Ministry of the Interior New Electric Bill Regulations for Rental Housing – FAQ [Landlord Version] and [Tenant Version]

The Ministry of the Interior’s new electric bill regulations for rental housing aim to ensure that the billing of electricity for rental properties is more reasonable and fair, thereby reducing disputes over excessive charges.

According to the announcement by the Ministry of the Interior’s Land Administration Office (https://www.land.moi.gov.tw/chhtml/content/10?mcid=5098), the new regulations focus on two key points:

Electricity Billing Standards: If the billing is agreed to be based on “units of electricity consumed,” the rate charged by the landlord per unit must not exceed the “current average price per unit” shown on the electric bill; If billing is not based on “units of electricity consumed,” the total electricity charge collected by the landlord must not exceed the “total electricity charge” indicated on the bill for that period. In addition, if the electricity cost for outdoor common facilities has not been apportioned and included in the electric bill, the landlord is not permitted to charge an additional fee.

Rental Electricity Information: when charging for electricity, landlords must provide tenants with relevant information, such as the current average price per unit and the number of units consumed. Additionally, tenants can independently contact Taiwan Power Company to inquire about related electricity billing details.
